INVITATION TO BID – Quarry Hill Road Steam Pipe Liner Project

NOTICE – INVITATION TO BID

The Penn Township, Cumberland County Board of Supervisors will receive sealed bids for the following project until 3:00 PM, Thursday, December 4, 2025.

Quarry Hill Road (South) Steam Pipe Lining:

Install thermoform PVC liner inside of existing metal squash pipe located just past the north side of train tracks on Quarry Hill Road South, Newville, PA. Current squash pipe is approx. 54.5″ wide by 38.5″ tall and 35′ long. Quotes should include delivery, mobilization, bypass pumping, installation, land grubbing and clean-up. This project must be completed by July 31, 2026.

Notice is hereby given to Contractors that Public Works Projects, including construction, reconstruction, demolition, alteration and/or repair work, other than maintenance work, done under the Contract and paid for in whole or in part out of the funds of the Public body, where the estimated cost of the total project is in excess of $25,000 (not including work performed under a rehabilitation or manpower training program), shall be subject to the Pennsylvania Prevailing Wage Act.

Sealed bids must be submitted to the Township Office at 1301 Centerville Road, Newville, PA  17241, no later than 3:00 PM on Thursday, December 4, 2025.  Bids will be reviewed at the 7:00 PM Board of Supervisors Workshop, December 4, 2025.

The Township reserves the right to reject any and all bids and also reserves the right to waive any irregularities in bids received.  The Township further reserves the right to base their decision on what is in the best interest of the Township. The Township intends to make a decision and order the product before the end of 2025 in order to lock in current pricing.
